As India emerges from the shadow of a devastating second wave, the economic “aftershocks” are being felt across every kitchen table and boardroom. In a decisive move to jumpstart a stalled economy, Finance Minister Nirmala Sitharaman has announced a massive relief package totaling Rs. 6.29 lakh crore<\/strong>.<\/p>\n\n

This isn’t just a bailout; it\u2019s a strategic infusion of credit, guarantees, and infrastructure spending designed to empower the sectors hit hardest\u2014from the street-corner micro-borrower to the multi-national electronics manufacturer.<\/p>\n\n

The Big Picture: Where is the Money Going?<\/strong><\/h3>\n\n

The stimulus is a multi-pronged attack on the recession. Key highlights include:<\/p>\n\n

  • Rs. 1.1 Lakh Crore<\/strong> for a Loan Guarantee Scheme for COVID-affected sectors.<\/li>\n\n
  • Rs. 23,220 Crore<\/strong> specifically for Pediatric Care<\/strong> and medical infrastructure to prep for a potential third wave.<\/li>\n\n
  • Rs. 1.5 Lakh Crore<\/strong> additional limit for the Emergency Credit Line Guarantee Scheme (ECLGS).<\/li>\n\n

    1. Ramping Up the “Digital India” Backbone<\/strong><\/h5>\n\n

    The pandemic proved that the internet is no longer a luxury. With Rs. 19,041 crore<\/strong> allocated to the BharatNet PPP model<\/strong>, the government aims to bridge the digital divide by connecting the remaining 6 lakh villages to high-speed broadband. This is a massive leap toward socio-economic development in the hinterlands.<\/p>\n\n

    2. Saving the Electronics Boom<\/strong><\/h5>\n\n

    The Performance-Linked Incentive (PLI)<\/strong> scheme for electronics was struggling as lockdowns choked supply chains. The government has now extended the tenure until 2025-26<\/strong>. This 6% incentive is a vital “cushion” for giants like Samsung and Foxconn, as well as local heroes like Micromax and Lava, ensuring India remains a global manufacturing hub.<\/p>\n\n

    3. Oxygen for the Tourism Sector<\/strong><\/h5>\n\n

    Tourism is facing its “darkest hour.” To prevent a total collapse, the government is offering:<\/p>\n\n

    • Free Visas:<\/strong> The first 5 lakh tourists will receive visas at no cost.<\/li>\n\n
    • Direct Loans:<\/strong> Over 10,700 registered guides and travel agencies can access collateral-free loans (up to Rs. 10 lakh for agencies and Rs. 1 lakh for guides) to keep their businesses afloat.<\/li>\n<\/ul>\n\n
      4. Protecting the Smallest Borrowers<\/strong><\/h5>\n\n

      In a significant move for the unorganized sector, a new Credit Guarantee Scheme<\/strong> will facilitate loans to 25 lakh people<\/strong> via Microfinance Institutions (MFIs). By capping interest rates and guaranteeing 80% of the assistance, the government is ensuring that credit reaches the “last mile”\u2014the small shopkeepers and daily wage earners.<\/p>\n\n

      5. Strengthening the Healthcare Shield<\/strong><\/h5>\n\n

      The second wave exposed critical gaps in our medical armor. The new package earmarks Rs. 50,000 crore<\/strong> to ramp up infrastructure in Tier-2 and Tier-3 cities<\/strong>.<\/p>\n\n

      • Pediatric Focus:<\/strong> Recognizing the vulnerability of children, funds are being used to increase ICU beds, oxygen supply, and teleconsultation access.<\/li>\n<\/ul>\n\n

        Restoring the Job Market<\/strong><\/h3>\n\n

        The Atmanirbhar Bharat Rozgar Yojana<\/strong> has been extended to March 31, 2022<\/strong>. For firms with fewer than 1,000 employees, the government will continue to pay the full 24% EPF contribution<\/strong> (both employer and employee shares). This reduces the “cost of hiring” for businesses and puts more “take-home” cash in the pockets of low-income workers.<\/p>\n\n

        While this relief package is a monumental step, its success hinges on execution. Streamlining the Public-Private Partnership (PPP)<\/strong> approval process and the new Asset Monetization<\/strong> plan will be crucial to cutting through red tape and getting projects off the ground.<\/p>\n\n
